MANAGEMENT OF CHILD PROTECTION TRAINING AND PROCEDURES 

Roles and Responsibilities

Bishop

  • Guides the development of policy in the area of CP and ASAH.
  • Strongly encourages all licensed persons, lay and clergy, to attend CP and ASAH training.
  • Supports Rural/Area Deans, the Professional Standards Officer and the Professional Standards Committee in the management and implementation of CP policy.
  • Chairs the Professional Standards Reference Group.
  • Liaises with Rural/Area Deans.
  • Oversees the proper implementation of right relationships in the church.

Rural Deans, Sector Deans, Area Deans

  • Responsible for the coordination and management of workshops in their area/region.
  • Recruit potential workshop trainers from within their deanery area.
  • Liaise with the Bishop in Child Protection matters.
  • Encourage parishes to be involved; remind clergy and wardens of their responsibilities in this area.
  • Encourage local parishes and ministry units to conduct annual Child Protection reminders, updates and reviews.

Professional Standards Reference Group

  • Appoints and mentors the trainers of Child Protection trainers.
  • Arranges for the management, production and dissemination of CP resources and information.
  • Liaises with Diocesan Schools, the Chancellor, DoCS(NSW), DEYFS(ACT), Anglicare agencies and services, the Professional Standards Officer, the Professional Standards Committee, the Provincial Commission on Christian Education.
  • Advises the Bishop in relation to changes in CP legislation or requirements.

Professional Standards Officer and Committee

  • Perform the roles and carry out the responsibilities recommended by the Standing Committee of General Synod.

Bishop's Office

  • Maintains records of screening and training of clergy and of ministry unit returns.
  • Conducts an annual ministry audit of clergy and paid workers in child-related ministry.
  • Maintains/stores other records required by legislation or Diocesan ordinance.

Local Clergy and Church Wardens

  • Adopt and implement the policy “Building Safe Communities of Faith” in their ministry units, adapting where necessary to meet local needs and circumstances.
  • Ensure that all persons in ministry to children and young people are appropriately trained and authorised.
  • Work through the Rural/Area Deans for the provision of Child Protection workshops.
  • Keep parish members informed of CP and ASAH policies and issues.

Other Church Agencies

  • All agencies of the diocese are required to provide the Bishop with a copy of their policies and procedures in this area. These will include any statutory or external requirements as well as internal or diocesan requirements.
  • Agencies included: Camp Pelican; St Mark’s National Theological Centre; Diocesan schools; St Martin’s College, Wagga Wagga; Wambiri, Tathra; Anglicare agencies and services.
